The California Air Resources Board (CARB) published a Notice of Public Hearing and Request for Comment on Proposed Amendments to the Regulation for the Mandatory Reporting of Greenhouse Gas Emissions (MRR). The MRR program, which has been effective since 2009, requires electricity generators, industrial facilities, fuel suppliers, and electricity importers that emit more than 10,000 metric tons of CO2e (approximately 800 covered entities) to submit annual reports. Emissions data can be downloaded from the CARB website in Excel spreadsheets.

In December, the New York State Department of Environmental Conservation announced their own Mandatory Greenhouse Gas Reporting program which requires certain GHG emissions sources that emit over 10,000 metric tons of CO2e to report emissions to the department. Read the fact sheet. Data for the 2026 emission year will be due by June 1, 2027.

If both California and New York were to collect this data in structured, standardized format, the information would be less expensive to process, more accessible, comparable, and interoperable. CARB is requesting comment on the Proposed MRR amendment. Comments must be submitted by March 9, 2026, and the Public Hearing takes place on May 28, 2026.
