The California Air Resources Board (CARB), the state regulator responsible for protecting the public from the impact of air pollution, and developing programs and actions to combat climate change, has published a request for comment related to its climate-related programs, the California Corporate Greenhouse Gas Reporting Program (authorized under Senate Bill 253), and the Climate Related Financial Risk Disclosure Program (authorized under Senate Bill 261). The legislation as written, calls for reporting as follows:

  • California Corporate Greenhouse Gas Reporting Program (SB 253) – reporting of greenhouse gas emissions, Scopes 1, 2 (starting in 2026), and 3 (starting in 2027), by companies doing business in California with total annual revenue in excess of $1,000,000,000
  • Climate Related Financial Risk Disclosure Program (SB 261) – prepare a climate-related financial risk report, by companies doing business in California with total annual revenue in excess of $500,000,000

The legislation does not specify how the data should be prepared.  CARB’s Climate-Disclosure Information Solicitation poses a series of questions aimed to inform its work to implement these two programs. Read about the rules and solicitation. Comments must be received by February 14, 2025. XBRL US intends to submit a comment letter recommending that the data be collected in machine-readable, structured format.
