New disclosure and reporting requirements for Permitted Payment Stablecoin Issuers (PPSIs)—driven by the implementation of the federal Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act—will fundamentally transform how stablecoin issuers operate. Over the last few months, rule proposals have been published by the Federal Deposit Insurance Corporation (FDIC), the National Credit Union Administration (NCUA), the Office of the Comptroller of the Currency (OCC), the Securities and Exchange Commission (SEC), and the Department of the Treasury, with more rule proposals expected to come as agencies sort through how best to implement these new requirements.
