The Federal Deposit Insurance Corporation (FDIC) today published in the Federal Register a Notice and request for comment: Reporting Forms and Instructions Associated with Requirements and Standards for FDIC-Supervised Permitted Payment Stablecoin Issuers. The proposed rulemaking invites feedback on new forms and instructions to collect weekly and quarterly data that must be completed by permitted payment stablecoin issuers.

The proposed forms are:

The rule provides instructions and sample reports which are published as text documents, however the proposed rule notes, “…the FDIC expects to use structured formats (e.g., XML, JSON, or CSV/XBRL, etc.) to improve the usability of submitted data. The FDIC seeks comment on which format would be most effective for PPSI submissions.”

Read the Request for comment. Comments must be submitted by September 18, 2026.
