XBRL US submitted a comment in response to the Federal Energy Regulatory Commission (FERC) Notice of Proposed Rulemaking on Revisions to the Filing Process and Data Collection for the Electric Quarterly Report (EQR). The letter expresses support for the FERC proposed rule to transition data collection of the Electric Quarterly Report (EQR) to XBRL-CSV format as this approach will make information easier for Sellers to submit and for data users to retrieve and will decrease the costs of preparing data and complying with future changes in requirements over time.

The letter makes several suggestions to the Commissions including:

  • Making historical EQR data available in XBRL-CSV format to 2010 to match the historical XBRL data available for FERC Forms 1, 2, 6, 60, and 714.
  • Consider requiring the Legal Entity Identifier (LEI) for company identification.
  • Clarify aspects of the proposal including timing and FERC templates.
  • Provide supporting materials including a draft taxonomy as soon as possible to give issuers and vendors time to prepare.
  • Consider conducting a BETA test platform.
  • Give issuers and vendors at least six months to prepare before initial compliance dates.
